EIC STEP Scale Up Starts Before You Apply: You Need Investor Conviction First

One of the biggest misconceptions about EIC STEP Scale Up is treating the investor pre-commitment as another document that strengthens the application.

It is much more fundamental than that.

STEP is not designed to help a company find its first serious investor. It is designed to help accelerate a large financing round that already has credible private-market momentum.

That changes the preparation logic completely.

With the EIC Accelerator, a company can still be proving that private investors will not finance the next high-risk phase without public de-risking.

With STEP Scale Up, the conversation has moved forward. The company should already be able to demonstrate that a qualified investor has looked at the opportunity seriously enough to put real weight behind the round.

The pre-commitment therefore does three jobs at once:

→ It shows that an external investor has already tested the investment case.

→ It gives credibility to the size and structure of the financing round.

→ It supports the central STEP thesis: EIC participation can catalyse substantially more private capital.

This is why approaching STEP with the mindset of “we will secure investors after we obtain EIC approval” gets the sequence backwards.

Investor readiness comes first.

Before applying, founders should already be able to answer difficult fundraising questions clearly: Who is prepared to invest? Why this investor? What remains conditional? What milestone or risk still needs to be resolved? How will the EIC investment help complete the wider round?

A generic expression of interest is not the same thing as a credible financing position. And a long list of investor conversations does not automatically compensate for the absence of one serious anchor.

The practical decision is simple: do not treat STEP preparation as proposal writing followed by fundraising.

Treat the financing round itself as part of the application strategy.

If the investor side is still largely aspirational, the company may need to strengthen its fundraising position before investing significant time in the STEP application.
