EIC STEP Scale Up: submitting early only helps if your €50–150M round is already ready
STEP Scale Up can look like a timing game.
In practice, the real advantage is not being the fastest company to submit. It is being the first investment-ready company to submit.
Why?
Because STEP is fundamentally a financing event, not a programme designed to help you figure out your financing strategy after application.
A company may already have strong technology, significant traction and a credible investor pre-commitment—and still enter the process with avoidable weaknesses:
→ an unclear total round structure
→ ownership or control issues that have not been reviewed
→ IP sitting in the wrong entity or under unclear licences
→ investor commitments that are softer than they appear
→ governance that is not ready for institutional scrutiny
→ incomplete KYC or corporate documentation
→ no convincing explanation of how the EIC ticket catalyses the rest of the round
Submitting earlier does not solve any of these.
It simply exposes them earlier.
The practical advantage comes when the financing case is already coherent: the target round is clear, the existing investor commitment is credible, the remaining investors are identifiable, the ownership structure can survive scrutiny and the company can explain exactly why EIC participation changes the probability of closing the wider round.
That matters because STEP should not be treated as a grant application followed by fundraising.
The fundraising architecture is part of the application.
For founders, the useful decision rule is simple:
Do not ask, “How quickly can we submit?”
Ask:
“If institutional investors started due diligence on us tomorrow, what would they find that could delay or weaken this round?”
If the answer includes unresolved ownership, governance, IP, investor evidence or financing structure, speed is probably not your main problem yet.
In STEP, readiness creates the timing advantage.
